Greenhouse gases, especially the carbon dioxide, which are discharged into theatmosphere by humanity as caused global warming. The severely affect on ecologicalbalance, social and economic sustainable development, human survival cause by globalwarming caused extensive concern of countries around the world. In this context, reducingcarbon emissions and developing low-carbon economy become the inevitable choice todeal with the global warming. China, as the largest developing country, should be activelyparticipate in reducing carbon emissions and promote low-carbon economic development.Therefore, we investigated the level of China’s low-carbon economy and the impact ofcarbon emission factors. Our study has important implications for guiding the developmentof low-carbon economy and carbon emissions.This text constructs the concept of regional low-carbon development model which isbased on the analysis of regional low-carbon development system and constructs a set oflow-carbon economic development evaluation system which contains low carbon economy,low carbon and low carbon ecological society. And we determine the weight of each indexby analytic hierarchy process. We get low carbon economy development levelcomprehensive score of eastern, central and western areas in China by The weightedaverage of the synthetic way. On the basis of structure decomposition model, the paperfinds out the factors which impact carbon emissions using the polar decomposition averagemethod and analyzes the results of the decomposition. At the last, according to the resultsof correlation analysis is put forward a series of countermeasures to reduce emissions.
