TheGuidance made clear about the overall goal and stage goal. It is proposed to establish aclear function, the improve governance, the efficient operations, the strong regulatorymanagement system and operational mechanism, and it will form the priority basicservices, the moderate supply level, the rational layout, the fair and equitable public servicesystem with Chinese characteristics by2020.In order to achieve the reform goal, to establish the governance mechanisms, to run aefficient institution, it must improve performance evaluation methods of the business entity,and establish a comprehensive and effective performance evaluation system, only in thisway, it can mobilize the staff’s working enthusiasm, improve the comprehensive quality ofemployees, and ensure all work to be carried out smoothly.D city Road Transport Department as a public institution of the transportation class,which is compared with other institutions, has some certain peculiarities, and it not onlysupply to the public services, but also has the administrative enforcement capacity, itsreforms will be transported to the entire region and it will play a role in promoting thedevelopment of a good and orderly market. Therefore, this article will introduce a balancedscorecard performance evaluation system to D city road transport department todecompose the organization’s goal into different levels of specific tasks, and make theorganization’s short-term and long-term goals, financial indicators and non-financialindicators, internal and external measure combined organically, to evaluate theorganizational performance comprehensive and effectively.This paper which is based on the field research of the D City road TransportDepartment, collecting and sorting the related advices of managers and employees and using the hierarchical analysis method, and finally determining the related indicators of theindex system and weights to implement the balance scorecard performance evaluationsystem smoothly for the unit provides a reference. At the same time, because of thelimitation of the factors, the research also has many shortcomings, I will improve itsperformance evaluation system constantly according to the actual operation and the unitand ensure the balanced scorecard performance evaluation system that can evaluate theperformance comprehensive and efficiently in the future practice. |
