With the development of the times, human resource has become the most valuable resource. As an important carrier of human resources,human resources market has also been paid more and more attention by governments, social organizations and enterprises. In our country, the human resources market undertakes the public employment service and the allocation of human resources in the dual task. Human resources market is the inevitable requirement of China improving socialist market economy system, building harmonious socialist society. The dual task for The county level human resources market is the priority among priorities, facing directly to the contradiction.In2010, the central government proposed to establish a unified human resources market to merge the original talent market and the labor market in to one. In2014, the Anhui Human Resources and Social Security Department and The Office of the Provincial Development Committee jointly issued the Suggestions on Accelerating the Implementation of the Province’s Human Resources Market Integration, which means that as one of districts of the provincial capital, Hefei City Shushan District’s consolidation of the talent service center and the employment and social security center has been put on the agenda. The new human resources market in Shushan District will be established.Research on human resource management of the market, we must adhere to the theory as a guide, use the research results of domestic and foreign advanced and successful experience for reference, in view of the present situation and problems, on the basis of the in-depth study, put forward ideas and measures to solve the problem. Based in the thesis research background and significance, the related concept of management of human resource market and theories are summarized in the first two chapters, and the development domestic talent market is also stated, in order that grass-roots human resource market can draw lessons from it in the establishment and development period.This paper uses the talent market in Shushan District as an example. The third, four chapter attempts to present situation from the district government management of the human resource market, in-depth analysis of the basic situation, main methods and measures of human resource market in Shushan district development, market management and achievements, and a detailed analysis of the problems and causes. The main problems of the current human resources management are that in the policies and regulations respect, protection is insufficient; the duties and functions of government, market positioning are not allowed; resources and markets, lack of initiative; ideas and methods, service backward vague; capacity and efficiency, lack of professional personnel; the ideal and the reality, development environment lags.The fundamental way to solve the problems above is to strengthen the government management market of human resources, advance the reform of system, conversion mechanism, and actively participate in market competition, accelerate the construction of a unified market, perfect market service system, the existing types of personnel and labor market to realize network through the rational allocation of human resources, optimization. The part of the fifth chapter, countermeasures, specifically on the talent market in Shushan District, the effective path of harmonious development in transition:the laws and regulations, to ensure the stable operation; prominent government function, the importance of public service; the service object, strengthen the internal and external coordination; the introduction of management talent, market driven development; creating a development environment, optimizing the allocation of resources; updating the service concept, the innovation service way.Through the above theoretical analysis and empirical research, this paper concludes that, with the China reform, human resource market is faced with more opportunities and challenges. Local governments at all levels, should have the overall and strategic perspective to further raise awareness, scientific planning, and suit one’s measures to local conditions, step by step to strengthen the regulation of grass-roots human resources market, further improve the reform policies, to achieve innovation and development, give full play to the role of regional human resources market, provide the powerful human resource support for local economic development and social progress.
