Study On The Implementation Of Ruralcomplex In Shushan Village Of Suzhou City

With the emerging new pattern of urban-rural economy and social integration in the overall situation of nationwide beautiful rural construction and rural supply-side structural reform,the " rural complex" as a highlighted measure for new-type rural industry development has been compiled in 2017 "No.1 central document".Since the 19 th National Congress of Chinese Communist Party,rural revitalization has ascended to a national development strategy,which highlights the important value of countryside in national modernization construction.In this paper,Shushan Village,a typical organizational system oriented village in Suzhou High-tech Zone with agricultural industry as the main industry and rural tourism industry as an emerging industry,was selected as the object of study.The village has established rural tertiary industry integration since 2010 and followed the development direction of creating a new type beautiful countryside.As the national topic of rural complex come onto the historical stage of agriculture and rural development,it will play a leading and guiding role in rural construction and industrial development of Shushan Village.The specific goal of building and developing the rural complex in Shushan Village conforms to the trend of agricultural development and the historical changes of rural development.It provides a practical path for Shushan Village to carry out a new round of rural revitalization and development according to its actual conditions.This paper collected and summarized the current development status of rural complex in Shushan Village through questionnaires and interviews from the perspective of public management,including the location,transportation and infrastructure of Shushan Village,as well as the current situation of economic,cultural and social development.Then,the paper analyzed existing problems,and causes of problems from the aspects of construction,planning,management and ideology.By referring to the experience of rural development at home and abroad,the paper proposed the construction scheme of the rural complex of Shushan Village,including the construction of guiding ideology,basic principles,regional functional positioning and public image positioning.Meanwhile,the paper analyzed the feasibility of scheme implementation from aspects of national strategy,policy,its actual environment,economy and social basic conditions.Then,the paper analyzed the expected effects of implementing rural complex in Shushan Village,organized and coordinated relations between the government,village collectives,and enterprises,formulated specific implementation paths of this scheme,in order to guarantee the smooth execution of rural complex in Shushan Village at practical level.
