In2011, Linfen’s GDP ranked6th in Shanxi province. The infrastructure facilities still lagged behind the nearby capital city. At present, the primary task of Linfen is to improve urbanization. But it always brings great pressure to the local environment and cause damages. In the process of urbanization, Linfen confronts with severe challenges on issues of ecological security. In the process of development, Linfen should balance the relationship between urban development and natural environment.In order to evaluate the level of urbanization and ecological security, I established the index system of urbanization and eco-environment. The entropy method and analytic hierarchy process are used to give weight. On the basis, I calculate Linfen’s evaluation indexes of eco-environment and urbanization from2000to2011,and their coordinated development index, then analyze it’s development. By analysis we can see that although the indexes of eco-environment and urbanization are growing, the overall development level is relatively low. And compares to the target, there are still some gaps, especially the urbanization process. The urbanization indexes of Linfen are close to the eco-environment indexes, and the coordination level is pretty high. But this high levelcoordination is based on both the urbanization indexes and theecological environment indexes are low. In the future, Linfen mustincrease the level of overall development of urbanization andecology, to realize coordination of city development andenvironmental safety.Using the same way, this thesis budgets for the level ofurbanization evaluation index, the harmonious degree of ecologicalenvironment evaluation index, harmonious development index of17cities and counties under the jurisdiction of Linfen in2011and italso compares the differences between social economy andecological environment of different counties. Through thecomparative analysis, we can see the counties under thejurisdiction of Linfen can be divided into three categories on thebasis of regional resource conditions and the level of economicdevelopment: the central plains area, the mountain counties whichhave rich resources, the mountain counties which are lack ofresources, these three areas should have different developmentstrategy. The central plains area, which has the best locationcondition, and gathers more than70%of the city’s population andcapital and can develop emergent industries and manufacturingwhich have high added value and have a small impact onenvironment. The mountain counties which have rich resources haslarge environmental capacity, and they can undertake theresource-based industry which is transferred from the centralregions to promote the urbanization development. The locations oflack-of-resource counties are remote, the density of population is small, they don’t have the conditions to develop the cities. Blindlypromote urban development will lead to the deterioration of theecological environment, the loss outweighs the gain. This areashould develop featured agriculture and tourism, which shouldfocus on protecting and improving the ecological environment, anddoes not pursue the so-called “coordinated development”Through the analysis on the urbanization and ecologicalsecurity level of Linfen, we reach a conclusion that the futuredevelopment of Linfen must take the road to the harmony betweenecological environment and the development of urbanization, torealize exist side by side and facilitate each other. The premise torealize the goals of facilitating each other is to explicit themechanism of transformation benefit between urbanization andecological environment, and the development state of the city. Inorder to definite the state of this city, this thesis constructs thebalance model about urbanization and ecological environment, Thecity scale and environment capacity are exactly balanced statewhich uses the intersection between city scale and environmentcapacity. This model only stays in the theory stage, it remains to befurther verified.
