In recent years, with the effective operation of the land transfer, land transfer rents’ determine beco me a very critical issue. The current land transfer revenue, the signing of the contract, the value assessm ent of the land price and farmers income in proportion of the allocation of land transfer and other related issues caused great focus of nation and scholars.With the development of the land transfer’s scale and pace, there are three main problems:First on e is the land lessor can’t benefit from land scale growth because the land rent is too low; The second pro blem is the land lessee will not continue rent land because of the loss from operation when agricultural r isk happens; And the third is after land transfer, the land lessee may grow "non-food" crops. In order to protect both side of the land transfer rational allocate the land operating income, stabilize grain producti on and ensure national food security, it is necessary to explore a scientific and rational rent formation m echanism for land transfer’s sustainable and healthy developing.This thesis is a normative analysis research on rent formation mechanism of land transfer in rural a rea based on the purpose of encouraging grain.My research as follows:First of all, analysis current rent s summary of land transfer, then use cost-benefit methods calculate the revenue of the land lessor’s and the land lessee’s, determine baseline levels of land transfer rent in accordance with its constraints, then discuss the change of supply and demand and the formation of the equilibrium price from the changes o f external factors of land transfer, Furthermore construct triple game relationship of the land lesser, the1and lessee and government to discuss the compensation mechanism of land transfer rent.Finally, from th e land transfer rent’s decision-making, the formation process and government compensation and other a spects to build a better rental formation mechanism.
