Chinese land market is huge and key,which tends to be complex.Land resources and market are closely related to everyone.Sustainable use of land resources as an important part of sustainable development has been incorporated into the long-term planning of Chinese economic and social development.In order to promote the sustainable use of land resources and improve the land market and real estate market system in China,it is necessary to optimize the land transfer mode system including land transfer system and land market formed on the basis of it.The purpose of this paper is to optimize the system of land transfer mode in China by using WSR system analysis method,and to provide ideas for the exploration and practice of annual land rent system and the reform and improvement of land use system.On the basis of defining the content and composition of the land transfer model system,this paper expounds the connotation and requirements of the land transfer system from three dimensions,namely,cognitive land transfer model system(W dimension),rationality evaluation criteria(R dimension)and selection analysis method(S dimension)based on WSR framework.The results show that:(1)there are some unsustainable problems of land finance in China,such as excessive dependence on land finance,lack of long-term mechanism for the use of land transfer income and unreasonable distribution of government investment income;and(2)information asymmetry exists in many links of land market,which affects the health of market order and damages the interests of the main body of the system.(3)The number of land-related policies is large but volatile,and the policy objectives and reality often deviate from each other,resulting in unfair timing policies.(4)At present,the land-related policy system is not coordinated in many aspects,such as property rights management,tax system,etc.(5)There are many subsystem risks in the land transfer system of China,such as economic,social and other subsystems,and the stability of social and economic development is difficult to be guaranteed.There are many disadvantages and problems in the current land leasing and leasing system in China,so we should actively explore the reform and innovation of the paid land use mode.As a supplementary form of land transfer,annual land rent system can overcome the shortcomings of land lease system.This paper designs the system model and analyses the rights of the annual land rent system.The position and relationship of the main body of the land transfer system have changed.It is more efficient in the aspects of financial sustainability,symmetry of market information,policy coordination and stability of social and economic development.The implementation of the annual land rent system requires the establishment and improvement of the corresponding policy system and supporting institutions.It not only requires the annual rent collection and management institutions to give full play to their functions,innovate management technology and improve management efficiency,but also depends on the improvement of the corresponding system such as the real estate registration system and the land tax system.Collecting and summing up the public opinion of various real estate disputes and discussing the solution of expectations,we find that the annual land rent system can provide a good solution to various real estate disputes.By discussing the practice of annual rent system in Fushun,Beijing and Hong Kong,it is found that the implementation of annual rent system of residential land in China has good basic conditions and feasibility.In this paper,the WSR system analysis method is used to optimize the transfer mode of urban residential land in China,which provides theoretical basis and measures for the pilot extension of the annual rental system of residential land and the reform and innovation of the paid land use system.
