Our labor movement is increasing year by year and the income gapbetween urban and rural areas,this phenomenon which is contrary to thetheforeign classical theory caused to be widespread concerned bythe domestic and foreign scholars,After the conclusion of the study of Chinese and foreign scholars,this paper builds a new theoretical framework which contains the rural labor mobility, urbanization, economic structure, human capital, fiscal policy, foreign economic openness six factors, and by using the method of co-integration analysis of time series data, because the data of the income gap between urban and rural and labor mobility are time-series data, the first test carried out smoothly,so as to ensure the regression results are not spurious regression.The main conclusions drawn in the article is that our labor mobility and urbanization are actually starting to narrow the income gap between urban and rural, and the expanding of labor flows and income gap should be attributed to the household registration system, fiscal policy and external economic factors,which actually play a role in offsetting the reducing, even the household registration system, fiscal policy and foreign economic relations to some extenthave resulted that urban and rural areas of resource allocation is not balanced, and ultimately the income gap between urban and rural areas has played a significant deterioration of the roleandwiden the income gap between urban and rural.Finally, according to the model results, the improvement of the household registration system, strengthen social security in rural areas, the development of the rural economy, increase financial input in agriculture, such as a few suggestions are to be gived,hoping to offer some useful suggestions the government decision-making departments of the country.
