In this paper, the development of rural human resources in Liaoning Province as the research object, mainly describes the present situation andproblems of the rural human resources development in Liaoning province at present, construction of the Liaoning rural human resources development performance evaluationsystem and the corresponding evaluation model, taking Fushun County, Zhangwu County, Liaoyang County, Panshan County, Tieling County as the research the sample, according to the analysis results, the promotion of Liaoning Province, advice and countermeasure to improve the performance of rural human resources development.
