In the new historical conditions, the eighteen proposed to further promote the integration of urban and rural development, and further promote the construction of new rural development and poverty alleviation. Through the survey found, at present Liaoning province new rural construction process still exist in the rural labor force base number, the overall quality of workers low situation, the main body of new rural construction is the overall quality of rural farmers, if not, then the quality and speed of the new rural construction is difficult to achieve a qualitative breakthrough. Therefore, whether the development of rural Liaoning province in the new historical conditions, humanresources become the key point of new rural areas in Liaoning province to break thebottleneck of development. In this paper, the development of rural human resources in Liaoning Province as the research object, mainly describes the present situation andproblems of the rural human resources development in Liaoning province at present, construction of the Liaoning rural human resources development performance evaluationsystem and the corresponding evaluation model, taking Fushun County, Zhangwu County, Liaoyang County, Panshan County, Tieling County as the research the sample, according to the analysis results, the promotion of Liaoning Province, advice and countermeasure to improve the performance of rural human resources development.
