As the strategy of revitalizing the old industrial bases of Northeast region hadbeen carried out by the Chinese government, the trend of economic growth in threenortheast provinces is remarkably rapid, especially in Liaoning province. As theimportant base of equipment manufacturing industry in china, Liaoning is not onlykeeping ranking top in equipment manufacturing industry, also putting forward therequirements of the development of related software services industry. Therefore, thestrategy of developing software services industry has been highlighted ingovernment’s schedule.As a high degree of employee knowledge-intensive service industries, how tostimulate the software services business in these high-level human capital, how toenthusiasm them for work, how to use the human capital effectively, how to preventstaff turnover, so that these human capital in the enterprise can not only be effectivelydevelopment, and really play their own role and value of the enterprise, we need toaddress urgently the current problems. This essay integrates qualitative andquantitative research methods, research on the development of Liaoning softwareservices industry from a new point of view of Human-resources which is never beenanalyzed in other essays. Therefore, this essay is to represent author’s modestcontribution to the current research.This essay includes seven chapters. The first chapter is introduction. The firstpart mainly discusses the background and realistic significance of the research. Thesecond one focuses on the essay’s research structure and content arrangement. Thelast part clarifies research methods and innovation point. The second chapter is abouttheory and literature review, dealing on the software service industry and relatedhuman capital theory respectively. The third chapter is the software services industryin Liaoning Province Analysis, analyzing the software services industry and humancapital of Liaoning Province situation respectively. The fourth chapter is quantitativeresearch on human resource effect. Empirical model has been established with thetransformation of Douglas production function and application of several substitutionvariables in human resource. Through software spss17.0, human resource effect hasbeen verified in software services industry. The fifth chapter is discussing theproblems existed in Liaoning software services industry. The sixth chapter is based onthe analysis of proposed above, starting from the realistic situation of above problems,offering solutions and suggestions towards the development of Liaoning softwareservices industry. The seventh chapter is the conclusion of this article and prospects.
