| The financing problems commonly faced by hi-tech SMEs in China have become aserious constraint that hinders their development. Government has to provide favorablepolicies, taxation and risk subsidies in order to encourage banks, insurance companies,guarantee institutions, venture capital and other financial institutions to provide financialsupport for hi-tech SMEs. Suzhou Branch of Bank of Communications has initiated atypical solution in Sci-tech finance by establishing a sub-branch specialized in financingservices for hi-tech SMEs in accordance with available policies. The paper studies theSuzhou Mode of Sci-tech finance based on the case study of the sub-branch of Bank ofCommunications. By examining the practices of Sillicon Valley Bank as an exemplarymodel of the Suzhou Mode and analyzing three models of Chinese SVB, the paper fathomsthe formation, connotation and characteristics of Sci-tech financing of the Suzhou Modeand identifies the problems and bottlenecks in the existing development pattern of thismode. Summarizing the empirical experience of SVB, it also tentatively proposessuggestions to optimize the current Suzhou Mode in the hope of improve the Sci-techfinance system and promote its development in China, and more importantly, to help solvethe SME financing problems. |
