Study On Public Participation In Land Palnning

Land resources are the valuable one for the survival of mankind, the feature of productive and land area limited makes people use land resources more specific, in order to relieve the contradiction between land supply and demand, then land planning emerged, with the scientifically rational land planning to meet the human use of the land. Land planning involves multiple disciplines fields, such as economic, technical, administrative, etc, which requires land planning comprehensive consideration the profit of different interest groups to maximize their own profit. This paper describes the basis theory and practice of exploration about citizens internal and abroad to participate in land planning, Through the analysis of citizen participation in land planning system, establishment of planning scheme and the implementation of current situation, identify the current existence follow issues, including lack of appropriate legal protection of public participation in land planning, participation mechanism is not perfect, lack of way of participation, public participation imbalance and so on, to explore the reasons are the deviation in concept of government, the awareness of public participation is weak, the role of land planners is dislocation and insufficient of system supply, and based on the above analysis, proposed the model design of the next round of public participation in the planning system, the form and implementation aspects, made the advices of create the condition of public participation,improve the institutional system of public participation and provide basic conditions for public participation, which aims to through build multi-angle practical exploration of citizen participation system, find the model of citizen participation which line with our national’s conditions, so as to achieve the new type of implementation of land planning system, which regard construct citizen participation system as the core and the grassroots civic autonomy as a platform, facing the needs of citizens, and actively respond to changes in the external environment, vibrant and highly efficient...
