Public Participation In Land Use Planning

Land is the basic precious resource and the conditions of human survival andreproduction, it is important for mankind to produce and live in that land is a kind shortage ofnon-renewable resource. Land use planning appeared in order to coordinate the contradictionof land supply and demand, which can regulate land use behavior and balance the equilibriumof land resources. Due to land use planning is involved multiple stakeholders’ interests, wemust consider different stakeholders’ interests and make them mutual cooperation when wedraw up the land use planning. The public participation is important to make land useplanning of county level scientific and reasonable, which will become an unavoidable subjectof land-use planning to balance the stakeholders’ interests. In addition, public participation inland use planning is a special field as a matter of right to exercise equal decision-makingpower and can promote land-use planning justly. Public participation in land use planningwill be a trend of the research on the field of planning.Based on the guidance and entry point of public participation in planning, this papergives a preliminary study of public participation in land use planning. Firstly, it deeplyresearches multiple stakeholders’ interests in public participation and analyzes the influencingfactors in land use planning. Secondly, we collect the data of public participation though fieldsurvey and demonstrate the present situation and inadequate of public participation in landuse planning as Nanzhao county for a case study. Finally, this paper gives a designing plan ofsolving public participation in land use planning for the public and government, and givessome countermeasures and suggestions of public participation in land use planning ofNanzhao county.Public participation in land use planning is in a continuous development process, whichis a gradual and dynamic course and closely related with the local social, political, democracy,economic structure. In China, this process is also in a continuous improvement stage. As weall know, public participation in land use planning must be experienced the process frompassive to active, from simple to rich, from the outside to inside, so public participation in land use planning needs much longer time. Recently, public participation in Chinese land useplanning is still in the primary propaganda stage, the way for the public to actively and deeplyparticipate the land use planning needs long road to go. With the rapid improvement ofurbanization rate and rapid development of economic development, Chinese land useplanning focuses on efficiency while ignores public participation, which is the presentsituation of land use planning and the essential process China must experienced. Learning thesuccessful experience of public participation land use planning, we should explore Chinesecharacteristics way of public participation in land use landing according actual situation.
