Public Participation In Over-all Land-use Planning For County For Liling City, Hunan Province

A set of method applying in over-all land-use planning for county is given in this study, which can harmonize the objects of society, departments, groups and individuals. It can carry out the principle of "take people as root", implement "the sustainable development", win "harmonious coexist" among people, resources and society. In this study, various methods and techniques are adopted, such as visiting, questionnaire, meeting, expert marking, statistic, GIS and society survey. By integrating theories research and demonstration analyzing, qualitative analysis and ration investigation, it summarizes public participation methods and patterns that can be referenced for the new round over-all land-use planning. There are some main contents and results:(1) It explores a pattern of connecting and feeding back for public participation according with city administration organizational system, by applying research in the planning prophase.(2) It establishes a pattern of harmonizing, connecting and information feeding back for public participation according with city administration system in our country. And it forms a periodical planning propagandizing mechanism.(3) It gives an inquisition system aiming at various space, industry, institution and culture degree, which can apply to every walk of life and emphasize particularly on different aspects.(4) It achieves the integration about sociology, statistics, and geography information systems. It boosts up the actual effect of public participation, according to combining qualitative analysis and quantitative investigation, intercrossing abstract and visualize.(5) With this research, it gives a set method of public participation in the planning. Consciousness of public participation, the governmental service the expert drawing on the wisdom of the masses and their planning abilities are improved.(6) The paper takes the revising over-all land-use planning of Liling city as example. By applying the public participating in whole process, a planning project is wined and achieving every interests' satisfaction.The result shows: Public participation in land use planning is an embodiment of exerting public rights of the awareness, say and superintendence in the land use and management fields. After consulting and discussing, people holding different interests can achieve the common cognition and decision-making, and they can constitute a scientific, reasonable and exercisable land planning. It answers for the demand of continuable development and the rule of constructing the harmonious society.
