With the development of economic globalization rapidly, talent strategy become the enterprises get the advantage a key factor in the fierce competition, therefore human resource management has become an important part of enterprise management, its importance in some sectors almost in first place, such as knowledge intensive industries. Human resource management is divided into six modules, performance management is the core part of the performance management can promote good human resource management to reach the organization goal, while in the performance management, performance appraisal work is the core part, whether there is a sound performance appraisal system in relation to performance management can proceed smoothly, the good performance appraisal work is very important,so that improving enterprise-wide human resources management.The advances in information technology, making the software outsourcing industry development rapidly, software outsourcing industry is a knowledge-intensive industry, the industry’s R&D personnel are the main force of wealth creation is the key to a software outsourcing companies gain a competitive advantage. Performance evaluation of R&D personnel in the industry is the most important human resource management, the establishment of a sound performance appraisal system will not only allow researchers to get a fair and impartial performance appraisal results, raise in salary, promotion and career development, but also the relationship software outsourcing enterprise product quality, make the enterprise have a core competitiveness of enterprises long-term development strategy. Therefore, to establish a complete and scientific performance appraisal system is particularly important for software outsourcing industry researchers.Through literature review, study first describes the background and content, and then an overview of the relevant theory, describes the status of software outsourcing industry and R&D personnel, through the questionnaire method to analyze the performance of the software outsourcing industry R&D personnel problems which the current assessment. Finally SDM’s case, analysis SDM software development company which staff performance appraisal problems exist, the SDM software development company personnel performance appraisal system redesign, including the selection of performance evaluation methods, performance evaluation index weight setting, performance appraisal cycle design, the use of performance evaluation results. I hope by the SDM software development company performance appraisal redesign,provide a reference for the SDM and SDM companies or companies with similar businesses.
