Strategy Research Of Shandong Software Outsourcing Industry

In recent years, China's software outsourcing industry has developed rapidly. However, the structural deficiencies and market disorder caused China's software outsourcing industry difficult to become the mainstream of the industry. As one of the domestic emerging strength of software outsourcing industry, Shandong is also facing the serious problems, such as small scale in corporation and the personnel, irrational personnel structure and the shortage of funds, as well as lace of fame. This paper first understands the concept of outsourcing and software outsourcing. Then it analyzes the international and domestic market development of the software outsourcing industry including the contracts (Japan, Europe and the United States) and the contractors (India, Ireland) in depth. Based on the analysis of the software outsourcing industry in Shandong, the paper combines the SWOT method to put forward General Strategy (Three-step Development Strategy, Industrial Chain Strategy), Competitive Strategy (Strategic Alliance, the competing strategy) and the Functional Strategy (Human Resource Strategy, Brand Strategy, Financing Strategy). Finally on this strategy, the paper analyzes the Security from the organizational structure, mechanism and the policy to protect the implementation of the strategies.
