One of the most efficient ways to enhance the enterprise competitiveness is to use the balanced scorecard to build a scientific and perfect performance system. Most big or medium-sized enterprises have successfully improved self-competitiveness by using this method, but, due to the condition limitation, it is quite difficult to implement this method in small-sized enterprises.This paper focuses on the feasibility of small sized enterprises to use balanced scorecard in their performance management and their specific methods to build the performance system. It uses case analysis and take the Meige Meige Company as an example to study the application of balanced score card. First, there is a detailed introduction of the definition of performance management and the balanced scorecard. Second, the current performance management of the Meige Meige Company and its problem will be analyzed. Third, there is an introduction of the key performance indicators in this company, its departments and its personnel, with the help of the four dimension frame, including the finance, the clients, the internal process and the growth. There is also an explanation of the company construction process based on the balanced score card performance system. The last part includes a conclusion and outlook of this research.Through this study, we found that the balanced scorecard can help the small-sized enterprise to reasonably design and perfect the key performance indicators. It can help the enterprise to separate the strategic goal, and turn the goal into four dimensions for the company, the department and the personnel. It can also abstract the key performance indicators to each specific goals and thus tightly combine the strategic goal and the performance indicators together. Based on this performance system, the small-sized enterprise can efficiently perfect its performance management, and improve the performance. In this way, the small sized enterprises can enhance their competitiveness.This research wish to make a contribution to solve the common problem in the performance management of small-sized enterprises, which can use the balanced score card to build the performance system suitable for the enterprise. In this way, this research will shed light in perfection of internal management and their competitiveness of small-sized enterprises.
