Research On The Agricultural Management Mode Of Family Farm In China From The Perspective Of Urban-rural Integration

Since the reform and opening-up, we have made great progress in economic and socialdevelopment. But the typical urban-rural dual society structure in our country causes thewidening gap between urban and rural areas and the development becomes less coordinated.Especially, the problems about Agriculture, Rural areas and Peasantry restrict the rapiddevelopment of the whole national economy. To our country, it’s very important to break thedual structure between urban and rural areas and promote the development of urban and ruralareas as a whole. Because it’s not only an important content of building a harmonious societyand realizing the comprehensive well-off in the new period, but also the important premise ofbuilding new socialist rural areas in China. Since the16th National Congress of theCommunist Party of China, the central committee has attached great importance to the workrelated to three dimensional rural issues to balance the urban and rural development. And theagricultural production and rural economy get rapid development and great achievement.While, along with the industrialization and urbanization, there are more people and much lesswater, the loss of agricultural resources becomes serious, the demand of agricultural productsgrows, and the structure upgrades. The rural labor flows to city and the country becomesempty. All of these problems make agricultural development and urban-rural integration facemore opportunities and challenges.In Document NO.1of the Central Government in2013, it is highly stressed to center onthe construction of modern agriculture, to strive to build a new agricultural managementsystem, to nurture and expand the new-typed agricultural operation organizations. This paperis about the agricultural management mode of family farm from the perspective of urban-ruralintegration in our country. It not only enriches the theory system of agricultural managementand urban-rural integration, but also helps to resolve the realistic problems, and it’s beneficialto the urban-rural integration.This paper is divided into four parts:Part one describes the background, significance, ideas and methods of this research;points out the deficiencies in current research based on the analysis of domestic and foreign research production about the the integration of urban and rural areas and family farms. Andthe research purpose is raised further based on the rearch above.Part two expounds the formation of family farms in our country under the background ofthe urban-rural integration, analyses the close relationship between urban-rural integration andthe family farm, which are complementary to each other. Then the present situation and thecharacteristic of the family farm are described clearly. Also, the current obstacles to theimplementation of the family farm in our country are raised,which are mainly in thefollowing aspects: the land circulation is not standard, so it’s difficult to obtain relativelystable scale;the government participation is not enough, and the policy guarantee is absent;the farmland infrastructure is incomplete, meanwhile the social service system is not sound;the labor quality is not good enough, and the agricultural management is inefficiency.Part three describes the typical family farm of the United States, France, Japan andSongjiang Shanghai, Wuhan Hubei, Ningbo Zhejiang, Langxi Anhui and Yanbian Jilin,analysing the different mode and characteristics of them. Also, it reveals the advantage as wellas the experience which is beneficial to the family farm in our country.Part four puts forward suggestions on the basis of the above research: improve the landcirculation mechanism and expand the scale of farmland by speeding up labor transfer,enriching circulation ways and normalizing the order of the circulation; strengthen the effectand service of government by founding the registration regulations, establishing a completeset of supporting policies, strengthening the infrastructure construction of farmland and theagricultural socialized service system; give play to the effect of rural organizations andcultivate characteristic family farm by maintaining good environment and developing thecharacteristic industry; improve the quality of the operators and the effect of farm’smanagement by selecting farmers reasonably, training and exchanging actively. It’s efficentto employ the efforts from the national and local government, rural organizations and farmersall together. By this way, we can accelerate the cultivation and the implementation of familyfarms, promote the rapid development of modern agriculture and realize the integration ofurban and rural areas.
