| Nowadays, China is at the stage of rapid urbanization when urban and rural production factors flow very frequently due to rapid urban expansion and revolution in the mode of rural production. The combination of urban and rural land has brought a special micro economic transition zone which is called urban-rural fringe. It is one of the most changeable and fiercest zones with special and complex characters. As main body of land resource, construction land of urban-rural fringe exists a series of problems, such as inefficient use of land, idle land and difficulty in reusing construction land. It has gradually become one of the attractive research fields to evaluate and rationally use construction land. However, the evaluation of construction land intensive use of the urban-rural fringe is still in its infancy which has not formed scientific academic system.In this paper, connotation of land intensive use, characteristics and range of the urban-rural fringe is discussed. The process, characteristics and variation of urban spatial expansion are analyzed to divide the range of urban-rural fringe in main urban zone of Chongqing. The evaluation index system of construction land intensive use of the urban-rural fringe is established by combining theory and demonstration, qualitative and quantitative analyses and a case study is made on Tongguanyi Town in Jiulongpo District, Chongqing.A series of operations like geometric correction, supervised classification, visual interpretation, re-encoding are conducted on four sensing images of main urban zone in Chongqing in year1988, year1997, year2007and year2012, aimed to facilitate urban spatial expansion in main urban zone. The data of urban land dynamic changes in Chongqing is collected to analyze the characteristics of urban spatial expansion while demonstrate rationality about the range of the urban-rural fringe. Besides, this paper analyzes and summarize the land use in current situation of the urban-rural fringe in Chongqing. The area of urban-rural fringein Chongqing is approximately510,000hectares, with approximately291,600hectares of inner area mainly distributed in61towns including Dadukou District, Jiangbei District, Shapingba District, Jiulongpo District, Nanan District, Beibei District, YuBei District and Banan District; Approximately218,700hectares of outer area mainly distributed in24towns including Shapingba District, Beibei District, YuBei District and Banan District.It is particularly important to establish the evaluation index system during the evaluation of construction land intensive use of the urban-rural fringe. The paper analyzes the factors that affect construction land intensive use of the urban-rural fringe by choosing indices that reflect land input benefit, land use rate, land output benefit, land structure, environmental quality and land sustainable use according to different principles. Then, use the comprehensive index method to evaluate the construction land intensive use of the urban-rural fringe. Finally, apply case study at the Tongguanyi Town. The results show that the construction land of Tongguanyi Town is mainly on the level of primary intensive use. The first community, the second community and Jianshe village are on the level of basic intensive use, Guanyinqiao village, Doushita village, Xinhe village and Huangjinbao village are on the level of primary intensive use while Shuangqilong village and Dabei village are on the level of extensive use.Some general suggestions are given to improve the construction land intensive use according to the results. Firstly, control the scale of construction land and make good use of construction land reserves. Secondly, adjust the industrial structure and increase input and output benefits of the land. Thirdly, optimize the land layout and promote reclamation of rural residential area. Fourthly, paying more attention to ecological construction and enhance ecological efficiency. Besides, encouraging new recommendations to the system and policy for urban-rural fringe are made in planning, legal, economic, rights and interests. |
