Research On The Old-age Insurance Cohesion Problem Of The Land Expropriated Farmers

In the context of rapid economic development, many farmers lost their land due to various reasons, and it caused the subsequent problems of the farmers. In this background, the land acquisition farmers social endowment insurance problems is produced, and it becomes the focus of this paper. Taking the Yancheng Economic and Technological Development Zone as a case, this paper unifies the domestic and foreign knowledge, and researchs the problems. Analyzing of the present problems shows that there are four aspects, that is, pension insurance is narrow and the participation rate is low; the government subsidies less and the farmers feel the pressure; it lacks the transitional system arrangement; it lacks the living standards assessment for the farmers who lost the land. This paper researchs the reasons, and find that there are six aspects, it lacks the transitional system and it is inexperienced; the matching system is not perfect; the land compensation mechanism is not reasonable; the insured consciousness difference; the publicity and guidance is not in place; the handling service force is inadequate. This paper consciously solves the land expropriated farmers endowment insurance problem, designs the business processes from nine aspects, including open security project, entry security information, review security information, checking and comparing information, open security passbook, approved the payment amount, remit the endowment insurance, insurance payment business, issuing certificates of deposit. It also put forward to improve the old-age insurance system of land expropriated peasants countermeasures and suggestions. This paper has two aspects of meaning, first of all, theoretical significance, studying on the land expropriated farmers’old-age insurance problem, it is planning of the future life of landless peasants, it is reanalyzing the endowment insurance problems, it is redesigning the insurance operation process. Secondly, the practical significance. Taking Yancheng economic and Technological Development Zone as case, this paper analyzes the difficulties, it can be the guidance of the Yancheng economic and Technological Development Zone, it also can be used for the reference in other areas of land expropriated farmers endowment insurance linking problem solving measures.
