Study On Farmers’ Agricultural Land Circulation Around Industrial Parks

In recent years, the central files No.1have developed on strengthening the contracted management of land circulation management and service policy, encouraged the development of various forms of moderate scale management, so as to promote coordinated development of industrialization, urbanization and agricultural modernization. Agricultural land conversion is not only the effective way to solve the problem of rural land in our country, which help to increase agricultural production, farmers’income and rural stability, but also the foundation of promoting the rural surplus labor force to cities, and the needs of realizing agricultural modernization, constructing new socialism countries and developing the urban and rural as a whole.This article selects the farmers around industrial parks as a typical representative, five village in Bei sheng, LiuYang as an example.Through on-site survey and questionnaire in the sample area, based on comprehensive sorting data and material, the research uses contrastive analysis, expert consultation method, the binary logistic and principal component analysis to carry out the study of farmland transfer, then comes to the conclusions.First, this paper systematically introduces the background in which the problem put forward, the significance of research and the progress both at home and abroad, to determine the research objectives, research method and technical route, then explains the key concepts and theories involved in this study.Second, based on the basic situation of the sample area,this paper analyzes the present situation of agricultural land conversion, finding that farmers have so many chooses for job that the farmland conversion is active.Above it, we can summarize the existing problems, such as the random circulation, the non-standard contract, the unreasonable price setting and so on, and analyzes the main reasons from the farmers themselves and social-economic aspects. Then this paper introduces three main circulation patterns and the typical circulation pattern of successful examples,also discusses the action and results of different modes.Third, this paper uses the survey data to analyze the characteristics of farmers’circulation intention who live around industrial parks, identifies the influencing factors of the circulation intention by qualitative and quantitative analysis. The results showed that both inflows and outflows, families’economic characteristics infect the intention mostly, especially the influence of income; followed by the families’resources endowment and the farmers’attribute.On the contrary, the influence of the social system comes to be smaller. Finally, based on the the conclusion from above analysis, the author puts forward corresponding countermeasures and suggestions to the government and farmers for the agricultural land transfer around industrial parks,such typical areas,which include guiding farmers to reasonable employment, developing township enterprises, improving the circulation service, strengthening the supervision and intensifying the rural social security, etc.
