| China as an agricultural country with a population of 1.3 billion, the three rural problems has always been the focus of our government, since 2004, the central file no.1 has focused on agriculture, rural areas and farmers problems in 12 consecutive years, how to realize the goal of agriculture strong, farmers rich and countryside beauty, has been given great importance to by successive governments. At present, China is in the key stage of construction of building a well-off society in an all-round way and four modernization, the three rural problems properly being solved is one of the main prerequisite, also an important symbol to the comprehensive well-off society and four modernization.However, as the transition from plan to market economy in our country, after the reform and opening up, China’s rural household contract responsibility system defects appear frequently, and the existing problems of our country’agriculture like:unclear farmland property right, limited farmland scale, low production efficiency, low land utilization rate, and many other issues, it not only breach the development of market economy, and even seriously hinder the process of agricultural modernization in our country, make three agriculture problems become short board of China’s modernization construction and the comprehensive well-off society. At present, our country’agriculture foundation is weak, the rural development lags behind, farmers’income is slow, comprehensively deepen rural reform, promoting agricultural modernization, solving agriculture, rural areas and farmers problems is imperative. Farmers, as the main body of agricultural production, its status is very important in agriculture, rural areas and farmers problems, the land as the most important means of agricultural production and farmers’life security, is also the core of the core. The rural land problems solving, the rationalization of land property rights system are not only a matter of intensive utilization of land resources, but also the basis of the rural social stability. Especially in recent years, our country cultivated land resources increasingly scarce, under the background of keeping the red line to 1.8 billion mu cultivated land, promoting rural land circulation, developing intensive management become the only breakthrough of the land system reform and innovation. However, in fact, the proportion of farmers involved in land circulation is not optimistic in our country, although the necessity and importance of land circulation have been emphasized, and be directed from the policy, but the actual effect is not obvious. The reason is worth exploring. Therefore, analyzing the wishes of farmers involved in land circulation and its influencing factors, find out the problems existing in the current land circulation process, and put forward targeted countermeasures and suggestions, is of great significance to promote farmland circulation process, alleviate land pastureland phenomenon, improve the land utilization, speed up the agricultural modernization and promote agriculture comprehensive competitiveness.Therefore, in this paper, putting the farmers in Hubei province as a case study, and analyzing wishes of farmers in each region of Hubei province involved in land circulation and the influencing factors of participation will, hoping the study will provide certain theoretical guiding significance to promote the land circulation more smoothly and the development of farmers’professional cooperatives in our province. This paper will be divided into six parts:The first part introduces the research background, research status at home and abroad, this article main research content and research methods, and the innovations and shortcomings of this paper,.The second part expounds the relative concepts of land circulation and the theoretical basis of influence factors of peasant household land mobility, mainly discusses institutional change theory, farmer behavior theory, game theory, scale economic theory.The third part mainly introduces the situation of farmers’land circulation in Hubei province and the basic model. First expounds the practical significance of land circulation from guaranteeing food security, increasing farmers’benefit, optimizing industrial structure, promoting the urbanization process; secondly introduces the general situation of land circulation in Hubei province, finally sums up the basic model of the land circulation in Hubei province.The fourth part of this article explains the data source, and according to the questionnaire and investigation,makes detailed descriptive statistics of the basic condition of the farmers in Hubei province, the present situation of land use and land circulation; finally, the characteristics of the land circulation in Hubei province and the existing problems are summarized.The fifth part mainly carried on the empirical analysis of the influence factors of farmers’willingness to participate in land circulation. Firstly, selected 11 variables of the farmer household characteristics and the present situation of land use, and make predictions of its impact on farmers’willingness involved in land circulation; Then, used the binary logistic regression model to make empirical analysis of influence factors of farmers’willingness to participate in land circulation, including the selection and estimation of model, model test and economic meaning, finally explained the regression result of the model.The sixth part is the conclusion and countermeasures and Suggestions. First, make a summary of these empirical analysis results:the age of the farmers has negative effects on the wishes of farmers involved in land circulation, the farmer’s level of education, family income, the degree of understanding of the policy, farmers per capita arable land, property right certificate issued situation, whether the fragmentary land brings inconvenience to the life or not all have positive effects on the wishes of farmers involved in land circulation. Finally, aiming at the existing problem of the land circulation in Hubei province, put forward four countermeasures:1, strengthen propaganda, guide farmers to rational cognition on the land circulation; 2, fostering intermediary organizations, and improve the mechanism of rural land circulation market; 3, strengthen market supervision, standardize the order of rural land circulation market; 4, strengthening the incentive mechanism, give land circulation policy support and tilt. |
