The central plains region as a major grain-producing areas, the protection of nationalfood security, the economic and social development with the hope that in its externalenvironment for development and internal driving forces for development, must be based onthe basic farmland protection perspective in urban and rural planning and development. Research Papers of the main conclusions are asfollows:(1) Shangshui County where food production per capita is above all regions, butcompare people’s income levels are below. Currently belongs to the agricultural economy,food production and the national economy, domestic trade, per capita income levels have agreat relationship, but grain output stable enough, affected by climate, policy impact.Shangshui County dependent on investment, expanding the city in order to raise revenues toimprove the towns, rural per capita income levels. Shangshui County grain yield andsuperior policy sensitive to natural disasters. At the county level, cities, increasing income ofrural residents can be directly from the construction and development gains, no overallimprovement in the income obtained from the protection of arable land, arable land andrevenues do not match. At the same time, Shangshui County in terms of land disposal,collection, supply is not active, could also land secondary markets are not active enough,mature enough. Shangshui County of development is slower than the average speed of theregions, the provinces, and face protection of basic farmland and protect the critical issues ofbalancing urban and rural development.(2) Shangshui County entry points for development policy should be to strive fornational and provincial agri-industrial investment, enhancing culture and two or three levelsof education, improve health, strengthen land acquisition and supply, greater investment inthe second and tertiary industries, and fight for the second, third, GDP increasedsignificantly.(3) provincial-level grain sown area on a high positive correlation, associated with effective irrigation area, arable land, ensuring food security must be guaranteed sufficientfood crop acreage of cultivated land quantity and necessary and effective irrigation area.Provincial revenues mainly come from tax and non-tax revenues, urban, and rural people’sincome level increases have not kept pace with revenue increasing at a rate of speed. In13major grain-producing areas of the country’s education, health and basic commensurate withthe level of economic development, is Shangshui County future development prospects.This document in the plains region main grain-producing counties of the developmentof meaning.
