This article is based on the achievement of arable land grade. It applied gradingfactors combination method and landscape pattern analysis method to analyze thestudy of Land reclamation partition and the basic farmland delineation method. Itestablished the ‘Agricultural land natural level-Dominant factor’ theoretical modeland first proposed potential Indexes combination types method used to delimit arableland quality grade improving important area. Potential Index combination rulecalculates potential indexes of leveling up the arable land’s quality grade, which isaffected cultivated land quality indicators and global factors, through innovativemathematical theory model. Moreover, collecting combination types of potentialindexes of leveling up the arable land’s quality grade and concerning about therestrictive and potential of leveling up the arable land’s quality grade to delimit arableland quality upgrading important areas. In this paper, this method is applied to threepilot study areas, which are Yuzhou City Henan Province, Gong’an County HubeiProvince and. Ji’an County Jiangxi Province.The study results show that: Yuzhou city of Henan Province divided into4arableland quality grade improving key areas, and there are320kinds of natural and otherpotential combinations of type data,10dominant factors totally combined by meansof permutation and combination seven dominant factors. Similarly, and there are194kinds of natural and other potential combinations of type data,16dominant factorstotally combined by means of permutation and combination seven dominant factorsby means of permutation and combination8dominant factors in Gong’an County ofHubei Province. There are79kinds of paddy fields,72kinds of dry lands, totally151kinds of Natural and other potential index combinations types,14kinds of dominantfactor combination types, and divided into5five key areas to enhance the quality andgrade of arable land in Ji’an County of Jiangxi Province, based on the permutationsand combinations of5paddy fields and6dry lands dominant factors. After delimiting the three study arable land quality grade improving key areasapplied the potential Index portfolio method, this paper proposed the main factors ofeach study areas and each arable land quality grade improving key area, and putforward land consolidation direction aimed at Soil characteristics in further: the4leading factors of arable land level upgrading areas in Yuzhou City, Henan Province,are terrain slope, the guaranteed rate of irrigation, drainage and irrigation guaranteerate; the6leading factors of arable land level upgrading areas in Gong’an County,Hubei Province, are drainage condition, irrigation guarantee rate, the comprehensiveeffects of four factors, the buried depth of groundwater, the barrier layer depth andsurface soil texture; the5quality of arable land level upgrading areas in Ji’an Countyof Jiangxi province are soil organic matter content and the guaranteed rate ofirrigation, drainage condition, the content of organic matter in soil and irrigationguarantee rate. It can be drawn that potential index combination method is easy tooperate and to promote national various provinces and cities nationwide in the areathrough the research, which is a significant support to promote the work of qualitymanagement of arable land. Those method mentioned in this paper can be applied tothe demarcate of land rectification work. In the land consolidation, according to thefactors of natural and other potential index, it can determine the focus of regional landrectification work, and make a reasonable schedule.
