China's arable land resources is very shortage. Therefore, how to reasonably and effectively use the land resources and fully tap the potential productivity of land resources and improve the utilization of the land is a major issue , while the evaluation of productive potential of the land is the scientific basis of how to rationally and effectively use land resources. According to the actual situation of study area ,using the "mechmnism" model, by light, temperature, water, soil cascade weaken, analyzed the Aksu area land productive potential. Using the function module of MAPGIS thmt input editing, spatial analysis, practical use to carry on the superimposition practical of the Aksu area's administrative map, land-use map, terrain elevation map and the soil map, divided into 51,471 potential units, given the wheat, corn, cotton's photosynthesis potential, the Light-temperature potential, the climate potential and the land accumulation potential distribution map. The study considered 15 factors and used the analytic hierarchy process to determinated weight, gave the grading rank to the influencing factors, gave the score level according to research area actual situation,then carries out the soil quality index, the results show thmt Aksu's quality of the soil is in general which between 0.6-0.8. The research used the rank related method of correlates to examinate the soil efficiency model's feasibility, and hmd proven its feasibility, according to the soil category's quality synthetic evaluation index to make the soil classification, according to the grain crops biomass's productive potential index to carrie on the district, in view of the research area's situation ,the author give some own proposal to the Aksu area agricultural production and the cultivation arrangement.
