After the third plenary session of the eleventh, china economy getting rapid development, our country’s economy and society in urban and rural areas improving, the income of urban and rural residents increasing, but in the vast rural areas, some farmers are still relatively difficult life, for which the central and local governments have formulated the rural subsistence allowances system, and introduced the corresponding policy and guarantee the basic life of rural low-income people. System of rural residents in China started relatively late compared with the developed countries, the system also is not the same, with the domestic urban subsistence allowances system also being not the same. Guarantee basic livings of the low-income groups, it is the responsibility of the government, and the inevitable requirement from social development. Q Town is located in Wujiang District, Suzhou City, Jiangsu Province, the investigation of Q Town rural subsistence allowances system can react developed areas in the south of Jiangsu rural residents in a certain extent. Q Town rural subsistence allowances system embodies the basic characteristics of the system of rural residents in China, but due to Q Town in developed areas, it presents its own characteristics. At present, China’s system of rural residents is low standard, funds investment and the coverage of various problems, outstanding performance in the Q Town in the contradiction between real income and low standard, low investment and low income distribution contradictions and problems. The reasons for these problems are both Q Town’s higher economic development level and common difficulties in the overall country. To solve these problems, the government should constantly increase low investment, perfecting the laws and regulations, etc.. To do a good job for rural residents, it requires the joint efforts of the whole society; To do a good job for rural residents, it will promote China’s urban and rural integration process, the coordinated development of urban and rural, and the comprehensive construction well-off society goal realization.The paper will focus on the following five aspects:Part one:this paper introduces the research background of rural minimum living security system in China and the research significance, and then to foreign assistance system of four typical brief explanation, to generalize the present situation of our country domestic research in low system. The author uses such methods as the literature research, qualitative analysis method, interview method, combining with theoretical analysis and empirical analysis methods to analyze Q Town minimum living security system, as the example to study the subsistence allowances system in our country at present.Part tow: the subsistence allowances system has carried on the detailed analysis of our country, explains the meaning of rural residents in our country and the theoretical basis of rural residents, and illustrate the development and the necessity for our country rural subsistence allowances system. It has great theoretical value.Part three:In this part, the author will discuss present situation and existing problems of the Q Town rural minimum guarantee system construction from the five aspects: the subsistence allowances system construction being not sound, difficult to determine residents and amount of subsidies, residents of small coverage, required conditions for residents, grass-roots management being not standard.Part four: the author explains the problems of the system of rural residents in detail, also describes the object’s determination, low income to determine and fund raising, low management in detail, mainly through combining interview with the actualPart five: the author put forward his own Suggestions and countermeasures for perfecting the system of rural residents in our country, basing on the early part of the analysis and induction.In order to make the paper true and reliable, the author consulted the Q Town Civil Administration Bureau, and interviewed a number of village cadres (community), visited Q Town rural subsistence allowances residents and communicated deeply with them. Based on the research of the Q Town villages, The author hopes his profound thinking for rural subsistence allowances system can contribute to better development of our country’s rural residents system.
