Rural Territorial Multi-functionality Evaluation And Development Decision In Hunan Province

Rural territorial function in various regions has a significant spatial heterogeneity and temporal variability. With the rapid development of industrialization and urbanization as well as enhancement of geographic differentiation and diversity of man-earth areal system, territorial func-tions and regional development orientations has shown an increasingly strong trend towards diversification. In2012, Eighteenth Congress of the Chinese Communist Party proposed to gradually narrow the gap between urban and rural areas, solve the "three rural" issue, and comprehensively promote the integration of urban and rural development, the construction of socialist new countryside and harmonious socialist society, and by2020, Strive to achieve a magnificent goal that will built a comprehensive well-off society. At present, China has generally entered a new stage which promoted agriculture and rural development. So, it is more import-ant to take the county as research unit to explore the rural territorial multi-functionality evaluation, functional orientation and development decision in Hunan province.Based on the further understanding of the connotation of multi-functionality, taking rural areas in Hunan as research subject and combin-ed with regional characteristics of village in Hunan, this thesis establishes index system of rural territorial multi-functionality evaluation and builds index system in four aspects including the functions of economic develo-pment, grain production, social stability, rural tourism. And based on the entropy method, determine the weight of each index.Employing the scientific method of the multi-factor comprehensive evaluation method based on entropy method, the paper analyzes tempo-ral-spatial differences on rural territorial multi-functionallity among eighty-eight counties in2001and2012. Meanwhile, based on the double the standard deviation classification, the paper separately grades four levels of each individual function and comprehensive function, which the first grade indicates that the corresponding function is strongest.The results show:In2012, the first grade of economic functional counties were mainly distributed in Changsha, Zhuzhou, Xiangtan, Loudi, Hengyang, Yueyang; the first grade of grain production functional count-ies were mainly distributed in Changsha, Changed, Yueyang, Yiyang; the spatial pattern of social security function was closely related to that of economic development; rural tourism functional counties were concentra-ted in Changsha, Xiangtan, Loudi, Xiangxi Autonomous Prefecture. Compared with2001, the indices of multi-functions demonstrated an upward trend, and functions of economic development and social security have been improved significantly, followed by rural tourism function index.The increasing degree of grain production function was smaller with the gravity center of grain production gradually concentrated on the plain agricultural areas.Meanwhile, on the basis of the analysis about comprehensive functio-nal strength in rural areas of Hunan province, the paper simulates LISA gathering figure based on statistical analysis of local spatial autocorrela-tion method; and next, the thesis analysis the comprehensive function of the cities to which the counties belong, the results show:the multi-functional index of counties which belong to Changzhutan are significa-ntly high accumulation areas; the western and southern counties of Hunan are significantly low accumulation areas.According to the classification results of each function and the deviation between the index and average index of each function, the paper divides into different oriented functional areas, the results show: economic-oriented functional counties were mainly distributed in Chang-sha, Wangcheng,Lengshuijiang,and sixteen counties;grain-oriented func-tional counties were mainly distributed in Ningxiang, Xiangyin,Huarong and so on; social security-oriented functional counties mainly include nineteen counties,such as Hengdong and Miluo; rural tourism-oriented functional counties were concentrated in Fenghuang, Shaoshan, Xiangtan and thirty counties. Finally, Based on different types of dominant function area, the paper puts forward the corresponding strategies for the development of the rural areas in Hunan.
