Property And Political:the Evolution Of The Village Authority Under The Reform Of The Property Structure

Property and political is the most basic two kinds of institutional arrangement, property right structure adjustment has important implications for democratic political construction. Through the "100villages observe" the survey found that North Village is densely crowded, the economy is highly dependent on the village enterprise typical of the non-agricultural village, influenced by national policy arrangement and the market conditions, property experience from the village collective all of its property right to share all farmers and to the villagers of the individual. This changes directly affects the belonging of the village resources and the distribution of interests, the village collective, village elite and ordinary villagers from this game, in the village authority has experienced from the political elite to economic elite, to elite competition, finally to the evolution of the development of social elite, management order and management mode of village also has a great influence. Therefore, narrative with property right structure change,take village management authority of the property right reform evolution as the research object, emphatically analyzed the management authority under different property right structure, utilize the " Property right change—Adjustment of interest—Elite contest—Authority Conversion" as an analysis model. Finally, this paper argues that the rise of elite authority and rule of the evolution of the village has a certain historical inevitability, but along with the further reform, especially with the improvement of degree of the property rights of individual are farmers and the farmer’s democratic rights consciousness enhancement, the rural grass-roots governance will be made by elite authority monopoly to the village autonomy.
