Port And Urban Coordinated Development Research

Overview of the world, in the current most influential international cities, the port-citymake up the majority part of them. Under the background of economic globalization andregional economic integration, port has become one of the most important infrastructurefor a region, even for a country, and the port-city has played a leadership role in regionalcity development and economic development. Therefore, developing good port, promotingrapid, stable and well-balanced development of port and port-city, have become onestrategic focus of economy development in many countries. As a significant sign of healthydevelopment of port and port-city, the coordinated development degree between port andport-city has been paid much attention increasingly by decision makers, experts andscholars.At present, many port and port-city in our country appear not coordinate: either portdevelopment is difficult to meet the needs of urban development, or a lower level ofdevelopment of the city limits the further development of the port. This paper attempts toprovide a solution for this problem. Starting from the concept of the coordinateddevelopment, this paper defined a scientific concept for the port and city coordinateddevelopment, analyzed the relationship between the port and the city from the historic andrealistic perspective, and summarized relevant experience and lessons by carries caseanalysis on domestic and foreign famous harbor, from both positive and negative aspects.In order to evaluate the degree of coordinated development of port and city, this paperconstructs evaluation index system and evaluation model, using Principal ComponentAnalysis method to evaluate comprehensive development level of port and city, and thenconstructs coordination index calculation model. By integrated these two models, thispaper constructs port and port-city coordinate development static evaluation model anddynamic evaluation model. As a model application and testing, this paper analyzed andevaluated the Rizhao port and city coordinated development degree in2002-2012. Finally,according to the evaluation results, this paper advanced countermeasures and suggestions to promote the coordinated development of Rizhao port and port-city.
