The Migrant workers’ pension mechanism in China has carried out a certain numberof years, but till today both the participating rate and the treatment level are very low. Fromthe second half of2011, China began to allow the rural migrant workers to join the urbanemployees’ pension system. However, this policy caused a small factions of peasantworkers’ individual welfare worsen than before. These people’s low level of township isthe reason behind it. Many of the migrant workers, after went into the city had only beenfinished the transformation of identity from farmers to industrial workers.In daily life theyare still in the margin of the city. Let these disadvantaged migrant workers to undertake thecost of improving social welfare and is obviously unreasonable. In view of this, in thispaper the writer try to find a better solution so that more migrant workers can have theirown pensions. This is important to the social fairness and the sustainable development ofthe pension at all.This paper is divided into seven chapters, contents and important point of views arepresenting as follow:The first chapter is introduction. This chapter stated the theoretical and practicalsignificance of rural workers’ pension system; Then this paper introduced the Chinese andforeign related research literature and pointed out the problems and defects in these studies.In this Chapter the authot also introduced the research methods, the design and logicalstructure and summarized the innovation points.The second chapter discussed the basic concepts and theories relative to this topic.After giving a basic meaning of urbanization, rural migrant workers, and pension system,the writer identified all the concepts and theories including in this paper. The paperconcluded that the policy that all migrant workers went into the urban employees’ pensionsystem is not in conformity with the Pareto Optimality. According to the human natureassumption, some migrants may boycott the policy. The third chapter described the situation of thesethe people’s daily life, their path ofchoice to the pension system. Through the questionnaire survey, field interview, datasearch to understand their living conditions and pension participation situation. Based onthe path of the old age insurance for migrant workers (government, employment and land)analysis, this paper put forward that during the process of the transformation from farmertowonspeople, the most intuitive is to make migrant workers to enjoy the same welfaresystem include the old age pension system that have been given to urban residents, makethese migration population real into the city.The fourth chapter is the comparison of old age pension paths. Through the cost modelwe concluded that migrant workers payment is less elastic, in a single path of pensionmode, although they and town worker pay pension at the same rate, their actual share ofthe burden is heavier than town worker; On the other hand because of their lower humancapital migrant workers is vulnerable to the high payment base for it may cost them theirjob opportunities. Compared with single path insurance mode, multipath model has canmeet the individual heterogeneity demand, treatment level of the characteristics of themoderate and reasonable.The fifth Chapter is migrant workers’ pension system path design. The paper putforward a index system to evaluate at the farmer workers’ degree of urbanization and thentested the sampling survey of migrant workers. After that divided them into4groupsaccording to their ability and willingness to urbanization; Sampling data analysis showsthat the "economic life" and the aspiration to join in has a correlation and so as thepreference of mode and the impact of the cityRegression analysis results show that thevariables in the list which has the greatest impact on the likelihood to join in the system isthe awareness of the system, this has same guiding significance to how to improve theparticipant rate.Chapter six is the suggestion part. According to the grouping results of the last chapterand combined with influence of the affecting factors, put forward suitable solution fordifferent groups on how to do it and Suggestions to further improve the participatinginsurance rate; Points out that in order to enhance the pertinence rate, give full play to the"near source advantage" of the local administration and make propaganda of the policy,strengthen policy implementation of sustainability.Chapter seven, summarize outlook. Summarized all the conclusions in this paper andpointed out where need further study. The innovation of this paper lies in putting the sociology category concept migrantworker township into discussion of migrant pension system. It is a new attempt to combingthe analysis of paradigm together, and from the results of quantitative analysis, they arestatistically related.
