Research On Problems Of Enterprises’ Credit System Construction

In recent years, along with the rapid development of China’s economy, the phenomenonof integrity absence has come about and flooded the market. It has bought immeasurable lossto our country and society. Therefore, we must enhance the enterprises’ integrity level andimprove the construction of the enterprise integrity system. Only in this way can we ensurethe healthy development of the socialist market economy and the smooth progress of reform,so that our enterprises can go global. As the regulatory body of enterprise integrity, industrialand commercial administrative department plays an important role in the construction of theenterprise integrity system. As a result, it is urgent and significant to make a study on how toestablish a suitable enterprise credit system for China and how to make full use of industrialand commercial administrative departments as a regulatory body and solve the possibleproblems.This article introduces the meaning of enterprise integrity first, and analyzes theconstruction elements of it. It also discusses the function of industrial and commercialadministrative department as well as its position in the construction of the enterprise integritysystem. Afterwards, it discusses the problems from two different perspectives: the enterpriseand the supervision department. From the perspective of enterprise, the phenomenon ofintegrity absence dues to its poor awareness of credit as well as other factors such as externalsystem and environment. From the perspective of supervision department, there are severalmain problems: the defects of registration system; the lack of data acquisition and integration;the imperfect supervision laws; the absence of classified regulation. At last, the article putsforward a series of solutions and suggestions to improve the construction of the enterprises’credit system, which includes the cultivation of credit culture, the promotion of reform onregistration, the legal construction of credit supervision, the improvement of information useand the enhancement of credit supervision.To sum up, this article discussed the construction of the enterprises’ credit system fromseveral perspectives such as culture, information, law, system and management level. It isinnovative in mechanism analysis. Through the study of enterprise access and enterprise exit,it discovered the problem of integrity absence owing to the deficiencies of industrial and commercial registration system. As a result, the author suggests promoting the reform ofregistration system in order to improve the construction of the enterprises’ credit system. Thereforms include a series of systematic and operational content as followed: carry out theregistered capital subscription registration system, improve the registration review system,implement the annual report announcement system and improve the enterprise exitmechanism. The article combines the enterprises’ integrity regulation with the reform ofbusiness registration system. It does intensive research focusing on this and puts forward thebusiness registration reform model.
