Supply Of Public Economics Urban Public Transport

City public transportation industry is a neccesary field of city public utilities, also anindispensable part of the city’s economic and social development. With the rapid development ofChinese city construction and people’s life level unceasing enhancement, people are more andmore requirement for convient and fast travel. At the same time, the increase of vehicle causedby road congestion, exhaust emissions caused by environmental pollution is more and moreserious. All of that shows that the city traffic of our country present predicament. This situationnot only restricts the sustainable development of the city, but also greatly reduce the people tolive in the city of happiness. At present, among many countermeasures to solve the populationproblem in city traffic, city public transportation plays an irreplaceable important role.City public traffic is a special industry relationship beneficial to the people’s livelihood.From the perspective of public economics, it has the character of natural monopoly andeconomies of scale, which belongs to the quasi public product and public service category。Andthe provision of public goods is one of the important function of the government. Researchshows that, the root cause of the rapid growth of traffic problems in our city is the city publictraffic supply can not keep up with the traffic demand. In such a city under the background ofcity public transportation supply, and thus to explore the Countermeasures for the situation of ourcountry, has the very realistic significance.This paper discusses the supply of city public transportation from the perspective of publiceconomics, is divided into five chapters. The first chapter mainly introduces the researchbackground and significance, research status at home and abroad, the overall arrangement of themain method and the research. The second chapter definate the economics attribute of citypublic transportation, and introduce the city public transportation supply of basic research relatedtheories in public economics perspective: the theory of public goods, the theory of governmentfailure, market failure theory, externality theory, multi center supply theory, providing atheoretical basis for the following research. The third chapter introduces the present situation ofcity public transport supply, from the current situation analysis of the negative external benefit ofcity public traffic supply. In the fourth chapter, studying German and French city public trafficmode of supply, we can learn from the experience. The fifth chapter make the city publictransportation supply scheme selection through the introduction of city public traffic supplysystem arrangement, management principle, and the negative external effect and the governmentfailure, market failure of governance.This paper thinks that the governance of our city public transport supply should increase the supply main body, rationally using of government regulation, introducing the corresponding lawsand regulations as soon as possible. We should select reasonable city public traffic supplyaccording to the situation of our country to the spirit of high focus, prospective consideration,comprehensive development, standardized operation, active and prudent principle,countermeasure clear negative external benefit, government failure and market failure.
