On Problems And Strategies Of Public Transportation Development In Songjiang New City

Songjiang New City takes shape after some years of construction, attracting more residents by its elegant environment and complete living facilities. However its traffic congestion, along with the pouring of large residents and sharp rise of private sedans, gets increasingly protruded due to the lagging management and shortage of public transportation planning. The government and all works of life find it hard to address the facing public transportation so as to help the city back to its development rail. This article, through the methodology of case analysis, comparative analysis and social research, objectively analyzes the problems confronted by the city's transportation from the status quo of its development. At the same time, by using the theory of public goods supply and public ministry existence and studying governmental obligation as the key point, this article also, in a deep way, analyzes and studies which policies shall be adopted by the government in furthering and implementing the strategy of developing city public transportation as the priority.Currently, Songjiang New City presents its artery layout as"3 circles, 5 verticals and 6 horizontals", with 12 public transportation lines inside and town-and-city shuttle buses outside. Nevertheless, the current lines cannot meet residents'need due to lack of meticulous and long-term planning of public transportation during its original city planning. Inadequate governmental investment impedes to the in-time response to the situation where the public transportation lags behind the city's development. The public transportation seems to walk on the thin ice without the birth of such policies as public transportation as the priority. On the other hand, bus companies'capital shortage and deficiency in management also constrict the healthy development of its public transportation. The increasing rampancy of black taxies even ravages the public transportation system. Governmental management, companies'operation and its society all witness deficiencies, which exert ill influence on the development of public transportation as priority.City's public transportation, as the important infrastructure and main force of transportation, is closely linked to people's daily life and constitutes the public goodness of the national economy and its people's livelihood. There are no shirking responsibilities of the government to proactively gear the public transportation to city's development by establishing rational and scientific planning, to consolidate the financial support for the preferential development of public transportation and to promulgate a series of policies to guarantee the preferential development of public transportation, all because public transportation falls into the category of public goods. Meanwhile, backed up these policies, buses'companies shall, as well, reinforce the internal management; stabilize the staff team, emphasis the service performance in order to enhance their own status among the residents. Certainly, public transportation development is inseparable of the support and participation from individuals and all walks of life. Media publicity shall be consolidated to mobilize the whole society to love the public transportation.Focusing the public transportation status quo of Songjinag New City as the main case, this article analyzes the wildly existing impediment in public transportation system development during the modernization drive of new outskirt in socialism, hoping the competent city ministry could gain some enlightenment herein.
