Quality and performance as ‘two wings’ of business management, they are inseparable.Enterprises must always follow the idea of quality first to obtain long-term development, but topursue quality without efficiency equals to no quality. The enterprise must pay more attention tothe value analysis in the process of management, that is, to carry out performance management.The relevant theories and practice achievements of performance management are applied toevaluate the whole process of quality management, which can help enterprises to improve thequality management level effectively.In the first part of this article, combining with the big background of the national "DriveInnovation Development Strategy" and enterprise pay more attention to the pursuit ofperformance in quality management evaluation, this article is supported by the Shandongprovince social science project "The Study and Practice of Tobacco Enterprise QualityManagement and Performance Management Integration under the Strategy Guidance ", andwith33provincial tobacco commercial enterprises in our country as samples, this article pointsout that quality management evaluation must take into account enterprise performance from themacro level. Then, combined with the quality management ISO standards and the value chainthought of performance management, this article takes the management innovation as thefoothold, quality management as the main line, and performance management as thebreakthrough point, the new path for tobacco commercial enterprise quality managementevaluation based on performance management is explored. By constructing the qualitymanagement evaluation theoretical framework, strategic map, the index system, and combininganalytical hierarchy analysis, factor analysis and cluster analysis methods, the qualitymanagement evaluation based on performance management is to help the tobacco commercialenterprise avoid bull management, reduce duplication of work, and then to better guarantee thequality and efficiency of enterprises, and provides new ideas of system innovation andstandard improvement for the tobacco industry and other industry. This article carries on the innovation from three aspects, that is, overall framework built, index system built, and thetobacco commercial enterprise quality management evaluation based on performancemanagement, which have certain theoretical value and practical value.In the process of quality management evaluation, first of all, taking into account thefishbone diagram method of quality management and strategy map of performancemanagement, assist tobacco commercial enterprises to carry out quality management factoranalysis and strategic objectives decomposition. Second, using the performance managementmethod of the balanced scorecard, according to the survey data, combining with thecharacteristics of the tobacco industry and the characteristics of the enterprises, define fourdimensions of quality management index system from the macro, and constructs3-leveloriginal evaluation index system of quality management based on the strategic map. Third,using the analytic hierarchy process (AHP) to set the index weight and sort the importance. Inorder to raise the scientific nature of the weights, first, the related experts practice professionalbackground and related staff learn from experience to score indexes, then use Expert Choicedecision analysis software to auxiliary calculation, so that the index weight set has boththeoretical height, and the practice foundation. Fourth, in order to better help the tobaccocommercial enterprise to assess quality management and get their position in the industry, thequality management level clustering of33provincial tobacco commercial enterprise in ourcountry has carried on combining with factor analysis index scores, and then help enterprises tomonitor the whole process of quality management more scientific and more efficiently. Fifth,monitor feedback after the event, evaluating the quality management with the performanceincentive measures and quality management PDCA circulation, and then promote thecontinuous quality management improvement.
