Factor-Cluster Analysis On The Economic Development Quality Of Guangdong Province

In the process of shifting the economy from a high-speed growth phase to a highquality development phase,Guangdong is faced with the intertwined effects of real problems and development issues.Nowadays,"Quality First" and "Strong Quality Country Strategy" have been written into the Party’s Nineteenth Congress report at the same time,which further demonstrates that the Party attaches great importance to quality work.In another hand,fiscal revenue and fiscal expenditure are two important aspects of the government’s economic behavior.Studying the relationship between government revenue and expenditure and economic development can better explain the mutual influence and role of current fiscal revenue and expenditure changes and the quality of economic development.The paper takes the three major functions of public finance as clues,and analyzes the relationship between fiscal revenue and expenditure changes and economic development in Guangdong Province from 2007 to 2017 in a qualitative perspective.It selects 15 economic indicators from the input-output aspects and establishes an economic development quality evaluation system.From the comparison of the quality scores of economic development and the GDP growth rate,Guangdong has made remarkable progress in promoting economic transformation and upgrading and improving the quality of economic development,although the pace of economic development in Guangdong has been adjusted in recent years,and the growth rate of fiscal revenue has also dropped year-on-year.The empirical results show overall quality of Guangdong’s economic development is improving.
