Research On Agricultural Technology Extension Policy In China

In China, the traditional agricultural is changing into modern agricultural. During this crucial period, if we want to pick up the speed of modernization of agriculture, we must depend on science and technology. However, without good extension policy, the science and technology will only be potential forces. So we will focus the policy of agricultural technology extension in this article, and we will research on it.From2004to2010, the central authorities released seven years in a row on the three agricultural problems; the name of that document is "one document". Through the research we found that the policy of agricultural technology extension has following problems:policy tool is too single; some policies lack feasibility; the authorities forgot the fair during the policy setting. When we analyzed the reason of these problems, we used Mark Moore’s three circle theory. From the value, ability and supported three aspects to carry on the analysis to it. This article thought that has these question, we can found out the reasons from the value is because of the maker of agricultural technology extension policy lack of value judgment; From ability looked that is because of the administrative system’s restriction; From supports looked that is because public’s benefit expression mechanism is not perfect. In view of these reasons, this article from the value, ability, supported three aspects to propose the countermeasure, namely set up a correct attitude toward our performance; build up a sound policy making system; perfect the public’s benefit expression mechanism and so on.
