The national defense institutes have been trying to get into the enterprises that will participate in the market competition change their system the identity of an independent built up and market main body as the socialism market economy system is gradually matures, and as the reform in the scientific and technological system goes deeper and deeper. The military products will enter the markets management and the state preferential policy will be canceled gradually. For the sake of adapt to the change, enterprises, which have the important responsibility of designing and production, need to change their traditional model to the market, and to participate in rigorous competition. In the final analysis, The high grade performance is the safeguard about the advantage in competition. But in the weapon equipment research institute, some abuse exist in the performance management system for the military researchers, who are very important but imperfect. For constructing national defense system as well as developing the construct of the weapon equipment graduate school. It is inevitable for the weapon equipment graduate school to optimizing the performance management system.The paper is accomplished by the guide of theory about human resource. As the chance of studying about scientific outlook of development, the author got deep into the grass toots and did a lot of research. By analyzing and researching the actuality of the performance management system the author designed the optimizing countermeasures as the principia of "people oriented"In this paper, theories are combined with practices. On one hand, it refers to the ways in some relevant research institute, such as some military research institute of spaceflight industry head office and nuclear industry head office. On the other hand, the research combined with the author’s practice about management of human resource work. So it has feasibility both in theory and in practice. With its powerful aiming and reference value not only for the weapon equipment research institute but also for the same research institute.
