With the rapid development of market economy, the development and utilization of human resources is more important in enterprise management, and performance appraisal is the focus of human resources management. It has become an important means of the enterprise management to improve the management level of enterprises. At present, more and more enterprises gradually began to attach more importance to performance assessment, scientific performance evaluation, which can not only provide decision-making basis for the management of staff salaries and promotion, also can urge its employees to regulate their own behavior. It help employees to improve their performance so as to enhance the core competitiveness of enterprises. And it is more important to realize and protect the target of the company strategy, which helps enterprise to succeed. The enterprise performance evaluation is the enterprise makes full use of various resources, cultivating core competitiveness, which is an important way to gain competitive advantage. It cannot be ignored for the sustainable development of an enterprise. However, there are a variety of issues in the performance appraisal work in practice. And some deficiencies hinder and weaken the role of performance appraisal. This paper will take the A Design Institute as the research object, aiming at the formulation and appraisal of performance appraisal. The performance appraisal of the existing problems and the solutions are discussed to improve the performance appraisal work of A Design Institute, better playing the role of performance appraisal.The contents of this paper is divided into five parts.The first part is the introduction. This article focuses on the research purpose and research significance, as well as the main content of this paper, the basic conditions of A Design Institute to do simple introduction.The second part is a summary of performance appraisal theory and method, mainly for the history development of performance evaluation and methods of research, and evaluation method of performance of domestic design institute of the introduction of the application. Firstly, the domestic and foreign development of performance evaluation is studied and analyzed. Secondly, the current performance appraisal methods, such as management, key performance indicator (KPI) balanced scorecard(BSC) are focused on a detailed analysis. Then the application research situation of present domestic design institute performance evaluation method. A theoretical basis for the design of performance appraisal of A Design Institute is provided.The third part focuses on the analysis of A Design Institute performance evaluation and the existing problems. Based on the status analysis of the A Design Institute of the performance appraisal, the author points out the main problems existing in the performance assessment of A Design Institute and its main reason. While analyzing its problems, measures for its improvement of A Design Institute performance appraisal are provided.The fourth part is the focus of this paper. Through the analysis of the performance appraisal theory and method, and the review of existing A Design Institute performance evaluation and the cause formations for the problems, in the target based performance appraisal design institute to achieve, putting forward the improvement project of performance appraisal design institute A scheme, including the choice of assessment methods, confirm of the main design, evaluation index and weight design, assessment period, and the design process of the design assessment. At the same time, the author suggests to strengthen the performance results application management of A Design Institute, including employee compensation, promotion and training in management.The fifth part analyzes the influence on the improvement and implementation of the A Design Institute performance evaluation and the existing problems, and puts forward the next step in A Design Institute performance optimization ideas, which prompts the performance appraisal form of A Design Institute constantly, optimizing the closed-loop management improvement.
