Performance assessment is one of the key tasks for human resource management in the companies like the design institutes.There are many factors regarding to the employee's performance,including kinds of subjective and objective factors.The assessment results will be highly impacted by what factors and the weights are adopted.Therefore,it's critical to set up a reasonable,scientific,and applicable assessment system.The paper is based on the theory of human resource assessment and the actual operation in A institute,with the design engineers in Y institute as the assessment targets.It discusses the problems in the performance assessment work in Y institute and suggest the solution accordingly on the basis of questionnaire survey and analysis of the current performance assessment system.Firstly,it confirms the targets and principles of the improvements on the assessment system in the way of the explanation of the key performance factors and position responsibility.Secondly,it comes up with the suggestion from the perspective of the responsibility of assessment subject,assessment methods,circles,procedures and the outcomes.Lastly,in order to ensure the implementation of the new assessment system,the paper raise the proposal to make sure the execution in the aspects of personnel,procedure and cultures.By the improvements in the current assessment system,it targets to make the performance assessment system aligned with and incentive to the engineers' career development.
