The Research On The Problems Of Government In Less Developed Areas Exist In The Process Of Pushing The Early Construction Of Industrial Park

According to ‘the new four modernizations principles’ which are industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics raised at the 18 th National Congress of the Communist Party of China, leading by the central government and the government at a higher level, the government in less developed areas is driven by ‘integration of industries and the city’ principle in recent years. They develop large scale industrial parks, speed up the industrial and population concentration, and promote economic and social development, making efforts to narrow the gap with the developed areas.Yun Fu city Xinxing county, one of counties in less developed areas in Guangdong Province, keeps a reasonable balance among the first, the second and the third industry. The previous governments made many efforts in promoting the local economic and social development, and construction of industrial park as well. Mahogany Furniture Industrial Park in Xinxing county, which has been built from 2013, covering 3000 mu, is a whole industry chain introduced large project. This project is currently in the early stages of construction. Through a large number of data access and finishing, fully control and analysis of the first-hand empirical material, applying literature method, comparative research method, field survey method and so on, as well as combining the actual development and plan of Mahogany Furniture Industrial Park, the author analyzed the problems of government role in less developed areas exist in the process of pushing the early construction of industrial park and put forward corresponding measures.The article is divided into six parts, the first two parts of the study summarized the related concepts and basic problems, the third part analyzed the problems of government role during the early construction period of industrial park in less developed areas. Based on the above research, the study elaborated the early construction of Mahogany Furniture Industrial Park pushed by the government of Xinxing county in detail. In the conclusion, the author proposed basic principles and strategies that should be applied by the government in less developed areas in the early construction stage of industrial park.Conclusion: The local government in less developed areas should play a leading role in the early construction stage of industrial park. However, there are some common problems, mainly including the lack of understanding of industrial development, the inaccuracy of role orientation, the irregularities of policy and behavior, the inappropriateness of policies and measures, etc. The most outstanding difficulties are the conflict between fast development and environment protection, the bottleneck of land resources and infrastructure funds, the pressure between performance evaluation and integrity risk, the hard problem of knowledge poverty etc. There are four basic principles should be applied by the government in less developed areas when pushing the early construction process of industrial park. First of all, they should have strategic vision and the composure of development. Secondly, they should have scientific planning and a clear positioning. Thirdly, they should have market mechanism and mercantile attitude. Last but not the least, they should have professional working team and incentive policy. There are some measures we could try, for example, explore the way of ‘building several areas in one industrial park’ or ‘develop an industrial park in another administrative area’, in order to share preferential policies; Stress the way of ‘from business to business’ industrial chain investment and increase the degree of industry agglomeration; Entrust a third party to carry out the construction of infrastructure and cooperate with the government to build industrial park; Apply the assessment mechanism of Negative List to ensure the healthy development of industrial park; Entrust the park administration and economic management authority at the next higher level; Advocate transformation and upgrading ‘based on the domestic demand of the global economy’ of the park enterprises.
