In the present market economy environment, the competition among enterprises is getting tougher day by day. For any enterprise, if it wants to seize competitive advantage in the market, it has to give full scope to the advantageous resources it possesses. Since material resources can not be stimulated, only by encouraging human resources can an enterprise properly allocate what it has to create more value for itself. To some extent, the right adoption of incentive mechanisms is a key factor for the success of enterprises. All enterprises should carefully think upon and investigate the following question. How should an enterprise build its staff incentive mechanisms in order to attract talented staff and make their talents fully play, improve their working quality and finally preserve a sustainable development for itself?This paper bases itself upon the current HRM System of Ningxia Branch Xicheng Sub-branch of ICBC. It discourses upon the HRM System of Xicheng Sub-branch from an incentive perspective through an analysis and investigation on its insufficiency as well as referential experience to put forward the author’s views, certain suggestions, corrective measures and countermeasures. With regards to this, the author firstly gives a brief description of the incentive theory in Principles of Management, summarizing and dividing it into three incentive policies:the Content Model, the Process Model and the Behavior Modification Model. The Content Model of incentive policy mainly answers the question "What could urge the employees to work hard?" The Process Model mainly answers the questions "Why would the employees work hard?" and "How to make the employees work hard?" The Behavior Modification Model answers the question "How to make the employees keep working hard?" These provide a theoretical basis for the exploitation of personnel encouragement in the following text. Secondly the author analyzes the problems and the reason for the problems in current HRM System of Ningxia Branch Xicheng Sub-branch of ICBC. On that basis, author introduce the salary system, social insurance, monetary welfare, non-monetary welfare, union activity, staff training and the performance management under the present human resources system of Xicheng Sub-branch, and towards the inefficiency and problems the author puts forward his corrective measures, suggestions and countermeasures from an incentive perspective. And then other measures of personnel encouragement in Xicheng Sub-branch are investigated. This part starts with a description of other current incentive measures, after which the author points out some incentive.
