The Improvement Research On The Procurement And Supervision System Of Commodities Of Hunan Tobacco

According to the basic pattern of the management and supervision within the industry, which is based on the regulation of the production and operation of two kinds of tobacco, and key on strengthening the financial audit and supervision, and focusing on the enhancement of leadership’s supervision and as discipline inspection and supervision for security, Hunan tobacco, tightly around the general requirements(the strict standard, highly efficient and full of vitality), strengthens the leadership, deeply carries out special reorganization, comprehensively strengthens the system construction and establishes the perfect long-effect mechanism, to be powerful in the promotion and development of the internal management and supervision. By the joint efforts of whole cadres and staffs of the province, the supervision within the industry has entered a new stage which pays more attention to the fundamental management, prevention and the long-term mechanism. The development environment further has been optimized. Economic efficiency is increasing continuously and the construction of Hunan tobacco’s strict regulation has achieved initial success. However, with the increasingly rapid development of the industry and the increasingly strict requirements, the contradictions of the procurement of bulk materials is more prominent. Therefore, to deal with tobacco environmental change, our inevitable choice is to carry out the construction of the procurement and supervision system of bulk material of the tobacco industry, standardize the procurement process and restrain human behavior, and prevent corruption.According to the author’s experience of tobacco work, this article, with Hunan tobacco as the research object, explores the procurement and supervision of bulk materials of tobacco industry. Through the actuality analysis of the procurement and supervision of bulk materials of Hunan tobacco,we found the main problems are that work responsibility does not reach the designated position, the procurement method is unscientific, the procurement personnel lacks professional knowledge, the operation is not standard, the supervision is enough in place and the supervision scope is too narrow and so on. This article improves the construction of the procurement and supervision system of bulk material of Hunan tobacco, and analyses the process of personnel supervision, suppliers supervision, the project application, procurement, contract signing and check incoming etc. By establishing the system and supervision information platform, the purchasing process, system construction and the application of information technology further complete the supervision system. Finally, the article analyses the effectiveness of the construction of the procurement and supervision system of bulk material of Hunan tobacco, through the improvement in financial, suppliers, process and application effect of management.The innovation points of this article is as Hunan tobacco for an example, analyses all kinds of problems of the procurement process of bulk materials existing in the tobacco commercial enterprise, and put forward the effective supervision measures.
