The Study On The Problem Of Service Outsourcing In Bohai Coastal Region From The Perspective Of Global Value Chain

Global value chain links every value-creating process of different enterprises and countries. Meanwhile, global value chain links participants of value chain in different levels. Integrating into global value chain can help enterprises enter global market and provides enterprises with a better way to get to know the leaders of global value chain. The transfer and outsourcing of global service industry brought a great opportunity for the development of our modern service industry. However, our outsourcing industry is still in the early developing stage in general and the bottom level in the global value chain. Therefore, doing research on the realization of the business transformation and value chain rise under global value chain makes much sense both in theory and in practice, for the development of outsourcing enterprises and service industry. The area around Bohai, with a good basis of overall regional coordinated development, has a great effect on the overall development in China from an economic, political and cultural perspective. Therefore, this article mainly focuses on the outsourcing industry in Bohai area and quests the development of the service outsourcing value chain, on the basis of global value chain theory.This article is mainly divided into three parts, the first part analyzes the current situation of the outsourcing industry of Bohai area. The most typical characteristics are the dramatically increase of the scale of the outsourcing industry, the diversification and specialization of the business, the continuous optimization of the development environment, the improved protection of the intellectual property rights, the improved industry agglomeration and the steady increase of the leading enterprises. The second part analyzes the main obstacles for the rise of the outsourcing industry of Bohai area under global value chain, as well as the reason of these obstacles. The main reason that limits the development of the outsourcing industry in Bohai area is that the outsourcing industry in China is still in the growing stage, which means the developmental pattern and rules of the outsourcing industry is to be explored. The third part, which is also the most important part of this article, divides Bohai area into core zone and marginal zone, according to the theory of Regional Economics. Based on this division, different goals are set different zones, according to their own characteristics. An upgrading path of service outsourcing industry is brought out in this article, which, more specifically, emphasizes the importance of highlighting the overall advantage and the rise along the global value chain; realizes the motivation changes, based on innovation; cultivates management of global value chain, supported by leading and grown enterprises; creates brand enterprises in Bohai area and even around the globe, with a focus on the brand building and finally enhances the understructure, with an ice-breaker of human resource management. At last, supported by several cases, this article proved the theoretical research about the upgrading path of CMC.
