The Development Of The Service Outsourcing In Fujian Province With The Perspective Of The Global Value Chain

With the development of economic globalization, the service outsourcing has become a new trend of the international trade in services and the global multinational direct investment. Fujian actively grasps this strategic opportunity,and has started to develop service outsourcing with the software outsourcing as the key point. But there are still some drawbacks such as the limited scale, capacity and quality and so on.Based on the related theories of service outsourcing and drawed lessons from the theory of global value chain, this paper constructs the theory of service outsourcing value chain from the perspective of the global value chain. The theory of service outsourcing value chain includes the dynamic mechanism, governance structure and the industrial upgrading. This paper takes the software outsourcing for example, and analyzes the status of the development of software outsourcing in Fujian Province and the relevance between the FDI,manufacturing to the software outsourcing of Fujian Province. The software outsourcing enterprises of Fujian Province are the receivers in the service outsourcing value chain. This paper uses the theory of service outsourcing value chain to investigate that the specific dynamic mechanism of the software outsourcing enterprises in Fujian Province,the governance structure of different types of software outsourcing enterprise and the industrial upgrading choices. On the base of analysing the constraint of the software outsourcing in Fujian Province, this paper finally forwards many countermeasures from the government, industry and the enterprises themselves.
