Livelihood Index Evaluation System Research

Thirty years has passed since the Reform and Open policy. China has achieved unprecedented progress in political,cultural, educational, medical, scientific and technological areas.With the continued progress and development of human society, people’s living standards has been improved at the same time. However, a series of livelihood issues become increasingly prominent, which will become a bottleneck restricting China’s sustained economic and social harmonious development. Therefore, improving people’s livelihood level is a major challenge China facing. How to build the people’s livelihood index system scientifically and objectively, to measure the level of human development, is a problem left to be solved by far.In this paper, comments on existing literature about the establishment of the livelihood index system research have been made according to the clear research purpose. Considering the difference between China and Western countries on the political and economic systems, this paper reviewed the literature of the "foreign people’s livelihood indicators evaluation system" and "domestic livelihood indicators evaluation system". What’s more, this paper also makes comparative analysis about the advantages and disadvantages of the existing domestic provincial and municipal people’s livelihood index evaluation system. Combined the people’s livelihood index evaluation system in other provinces with the practice of livelihood indicators in Jiangbei District, Chongqing, this paper builds the livelihood evaluation index system of Jiangbei District, Chongqing. With the index system, this paper will use the two-stage factor analysis to make an empirical analysis of the level of human development in Jiangbei District, Chongqing.In this paper, the level of human development and its changes has been acquired from the empirical analysis of relevant data in Jiangbei District from2002to2011. With the above theoretical analysis and empirical analysis, this paper put forward many reasonable policy suggestions on how to improve the Jiangbei District(Chongqing City) livelihood development level effectively.
