As a young municipality, Chongqing City is facing unprecedented opportunities.Since the implementation of direct jurisdiction under the Central Government,Chongqing has achieved rapid development in economy, and has maintained theaverage annual growth rate of two digits. The2009GDP growth rate ranked thirdaround the country and the2010GDP growth rate increased to the second. In2011, itsoared up to the first in the country. During nearly five years, Chongqing has activelypromoted economic construction, and made the full implementation of “Ten LivelihoodPolicies” and “Twelve Common Prosperity Measures”, and gradually explored a routineoriented with people’s livelihood and common rich development. Currently, Chongqingis in the forefront in the nation to explore the road of common prosperity of people’slivelihood-oriented. The progress and improvement of people’s livelihood is animportant manifestation of economic development. Research on people’s livelihood isconducive to the understanding of the scientific concept of development theory, andbenefits the study on the people’s livelihood development theory. It is likewiseconducive to the solution of the rural issues as well as Chongqing’s own economicconstruction and development. In this paper, through a systematic analysis of otherscholars to establish people’s livelihood index system, combined with the Chongqingeconomic development and the profound meaning of “people’s livelihood”, it aims toestablish the people’s livelihood index system with Chongqing character and with bothuniversal and common applications. It seeks for realizing comprehensive andcoordinated development of Chongqing economy by improving people’s livelihood. Atlast, it raises some targeted recommendations for the economic development ofChongqing in terms of livelihood-related theory.This paper adopts UML method to construct a Chongqing livelihood evaluationindex system of four first level indexes and twenty-four second level indexes from fourmajor areas: economic basis, living and transportation, social security and publicservices. In terms of the principles and methods of social investigation, and the principleof stratified random sampling, it carries out an investigation on the economic situationin Chongqing. At the same time, it combined the livelihood data from2000to2011tomake a time-series analysis to describe the situation of livelihood development inChongqing. According to the livelihood index system, it then makes factor analysis of 22indicators of the country’s31provinces and ranks the provinces, municipalities andautonomous regions. Later, it makes a simulation analysis of the four main factors thatwill affect the level of Chongqing livelihood.The results show that Chongqing general livelihood level continues to improve.The economic basis has made considerable progress, and people’s income has increasedannually. Besides, Chongqing is committed to fully enhance the ability of social security,and the performance in social security is more prominent around the country. However,there are other disadvantages for progress. In living and traffic, the price earnings ofChongqing are relatively high, and city congestion is more serious. In public services,there is a lower investment in culture and education in Chongqing and urbaninfrastructure needs to be further improved and enhanced. In combination with the“12th Five-Year Plan” report and “314” overall deployment in Chongqing, this paperraises the framework of the general objective of promoting the economic developmentof Chongqing. Meanwhile, according to the survey results and the index system, itintends to promote the economic development strategy of Chongqing path: steadily takethe road of“common prosperity”, make the overall improvement of people’s livelihoodstatus quo of physical capital, social security and public services to support urban andrural labor, education, human capital accumulation, and further promote economicdevelopment in urban and rural areas.
