Because of the economic globalization and increasingly competitive international market, the business environment and the importance of human resource management is increasing, many companies have recognized that human resources are the most competitive resources, if the enterprises want to achieve sustainable competitive advantage, not only rely on traditional financial capital, but also maintaining business advantage and improving their market competitiveness. The company has to change the traditional concepts and practices of human resources management, give full play to the role of human resource management strategies, and include suppliers. Employees and customers, including all stakeholders value creation functions, are the source of the company to ensure sustainable development. So, it is very important to establish a sound human resource management system for maintaining a capacity for sustained development.Through the researching of the corporate strategy and human resources strategy the thesis designs a complete human resources management system. First, the theoretical basis of research, literature review, research ideas and methods for a comprehensive exposition of the theory constitute the basis of the entire system. Secondly, according to the detailed analysis, we can find identify problems in the system, and then bring up an improvement program design on the strategy of building engineering Co., Ltd. Hunan Province. Finally, the thesis discus the problem in the process of program implementation, and show the methods about how to control the process.This paper uses a combination of theory and practice, field survey, data analysis method to analyzing the status of human resources management system, and describing the plan of the human resource management system to improve program implementation and progress. The results of the research have been built for the building engineering Co., Ltd., making us to believe that it could drive the company one step closer to human resource management to achieve corporate strategic goals.
