Research On Assessment System For The Development Of County In Anhui Province

The scientific and reasonable assessment system for the development of county’s economy would promote the county economy toward a more healthy and effective way. Because a scientific and reasonable assessment system for the development of county’s economy is of great benefit for us to find out the problem in the process of economic development, to enhance county servant’s sense of responsibility and urgency for economy development, to devise scientific and reasonable development strategies. And it can effectively avoid county servant’s impatience and blindness, which would cause undesirable consequence for county econmoy. Anhui has been a big province of county’s economy and the county’s economy is significant in our country. It has developed rapidly in the recent years. But in the whole it’s county economy is on the lower levels. The current assessment system for the development of county’s economy in Anhui is difficult to reflect the objective conditions of its’ counties. Therefore, it’s useful for us to take Anhui for a example in analysing the assessment system of county economy.Based on understanding fully the basic theories of county economy and the summary and analysising on the researches done before, and according to "A national plan for main-functional zones" and the actual development situation in Anhui province, we have divided the61counties in Anhui province into three parts such as the first assessment area, the second assessment area and the third assessment area. The three areas consists of20,27and14counties respectively. Then we have constructed one aassessment indicators for them. Because they are assumed different development tasks, we have gave different weights for them in using the comprehensive methods. In addition, this paper designed a two-step checking methods for the assessment system. Only the assessment score of social, economic and environmental have got the corresponding standard of them, the courty would have a qualification to have a comprehensive evaluation.For more in-depth understanding of the assessment system, we take the data of the Anhui’s county in2010for a empirical analysis.The result shows that the assessment system is accord with the Anhui counties. In the first assessment area, the top five are Ningguo County, Wuhu County, Fancang county, Feixi County and Tongling county. In the second area, the top five are Jixi county, Jingde County, Huoqiu county, Huaiyuan County and Lujiang County. And the counties in the third assessment area are got a high scores. They got more than40points expect Huoshan county only got33.9points. The top five are Guangde courty, Xiuning courty, She courty, Dongzhi courty and Jing courty. Finally we made a summary of the whole article and based on which corresponding suggestions are put forward for perfecting the assessment system for the county.
