Abstract:At present,Modern society has entered the age of economic globalization, and with the rapidly growthing of science and technology,the extensive application of information technology and the competition between enterprises are becoming more and more cruel. In the constantly severe environment, The special-purpose automobile enterprise on the basis of the "more, small, and scattered" for the industry characteristics, which are still using the low cost development strategy model corresponding China’s actual situation.but inevitably ignores people’s active role, especially the knowledge staffs key role,so that it also can not effectively stimulate scientific and technological innovation or management innovation of the knowledge-type employees’salary.Of course, It will cause inevitable enterprise fluctuation or even collapse because of the wave of personnel, products and market conditions.Nowadays,people generally accepted that technology innovation and mana gement innovation is the core competitiveness of enterprise.But, whether scien tific technological innovation or management innovation, it must depend on th e the knowledge staffscreating, grasping, applying and developing.Therefore,ac cording to the special-purpose automobile enterprise, The knowledge staff mus t be the foundation and source while setting up enterprise core competitive p ower because they hold advanced science and technology so that they represe nt the advanced productive forces. Of course, as a different special group fro m ordinary employees, the knowledge staff has its special quality, characteristi c and individual demand. Therefore, how to choose the policy right,to attract effectively,to keep and develope the knowledge staff, to improve their loyalty to the enterprise and use their initiative, enthusiasm and creativity adequately, has become the focus of management research of small and medium sized en terprises.This paper is divided into six chapters, the main content is as follows:The first chapter is the introduction part that points out the meaning of choosing a background and theme, and the research purpose, content and methods; The second chapter for related introduction to the theory, this paper describes the basic theory of salary incentive, the knowledge staff salary and the concept of definitiont At the same time, It compares to the domestic and international research current situation; The third chapter analysis the HR company’s enterprise environment systematically.The fourth chapter analysis the technical knowledge staff salary incentive system on the system summary from the special purpose vehicle industry, competitors and HR company current situation in detail; The fifth chapter s is HR company’s program desigh section about the effective staff salary incentive system which introduces the feature and design principles of this system and analysis the feasibility briefly.The sixth chapter summarizes the research subject of refining the main conclusion and policy,which also suggests the development direction of the future.
