With the urbanization development increasing fast, it is more important tomanage and explore urban lands efficiently. There are many problems emerging in theexploration, such as low-level developing land,“opened but undeveloped” spare landand using land inefficiently. To solve the problems, the land purchase and reservesystem came out.In1996, land purchase and reserve system was implemented in our country for thefirst time. Due to the lack of attention paid by relevant state departments, post-projectevaluation of land purchase, reserve and development project failed to play its roletheoretically and practically both. This article begins from the origin of land reserve andpost-project evaluation; defines the definition of the land purchase, reserve anddevelopment project; elaborates the content, characteristics, functions, principles andmodels of the evaluation; and finally establishes this basis post-project evaluation indexsystem of land purchase, reserve and development project. It not only researches on thetheoretical foundation of post-project evaluation of land purchase, reserve anddevelopment project from four aspects, such as cost-effective theory, feedback controltheory, general system theory and urbanization theory, but also analyses the applicationof tracking research method, comparative analysis method, logical framework approachmethod, degree of success method, hierarchy analysis method and fuzzycomprehensive evaluation method in land purchase, reserve and development project.With the land purchase and storage project of Panchenggang in Chengdu, thispaper applied the index system and fuzzy comprehensive evaluation method forempirical research. The results proved that in projects evaluation, the using of post-project evaluation index system can reflect the real situation of the project moreaccurately and intuitively, also measure the real benefits from the implementation. It isimportant in both theory and practice.
